In the Gulf, the airline is the whole story
Most award-fee guides obsess over government taxes, but the Middle East flips that. The UAE and Qatar charge only small passenger fees on departure, often around ten dollars, so the government portion barely registers. What can blow up your cash cost is the airline fuel surcharge, and in this region that surcharge varies enormously by carrier and program.
Emirates is the surcharge trap
Emirates is famous for two things: a spectacular onboard product, and some of the heaviest fuel surcharges anywhere. Book an Emirates award through its own Skywards program and you can pay hundreds of dollars in cash on top of your miles, sometimes over a thousand round trip in a premium cabin. The seat is glorious; the cash bill is not. If you are booking Emirates, go in with your eyes open about the surcharge.
Qatar and Etihad, and the AAdvantage trick
Qatar Airways, with its celebrated Qsuite business class, is the smarter play, because American AAdvantage is a Qatar partner and AAdvantage adds no fuel surcharge. That combination gets you a world-class seat for very little cash.

The tiny government fees
Because the UAE and Qatar tax departures so lightly, a Gulf award booked through a surcharge-free program can cost almost nothing in fees. That is the opposite of Europe, where the government tax is the problem. Here, get the program right and the cash cost nearly disappears; get it wrong with Emirates and it balloons.
