The bp rewards Visa is the most usable of the branded gas cards, because it actually works anywhere Visa is accepted and earns a real 3x on groceries, dining, and food delivery that redeems for cash back. In a lot of ways it is a decent everyday card wearing a gas-card costume.
But the headline, the fuel savings, is locked to bp and Amoco stations, so the thing that makes it a gas card only helps you if you fill up there. Judge it on the 3x categories, not the pump discount, and it holds up better than most of its branded peers.
Think twice if: you do not fill up at bp, since the fuel savings, the whole point of a branded gas card, only apply there.

The welcome is a fuel intro rather than a lump sum: 50 cents off per gallon at bp and Amoco for your first 60 days. Nice if you drive and fill up at bp, worth nothing if you do not.
Is the annual fee worth it?
There is no annual fee, so there is nothing to justify. If bp is your station, the fuel savings plus the 3x categories make it a fine free card. If not, you are really just holding a 3x grocery and dining card, which plenty of no-fee cards match without the gas gimmick.
